Enterprise Mode Site List for Edge no auto update

This problem has bothered me for a long time. I hope to get a solution.

My group policy configuration is as follows:

When I run the gpupdate /force command on the client, the synchronization fails,

Even when I restart my computer, it doesn't work.

The only way to force an update is to manually click on it, but that's not what I want.  

This is my Edge and Windows version.
