Powershell to disable a service for all users

I ran into the following with one of my customers, a large school with 15,000 students and employees:

They want (temporarily) to disable Planner because it causes problems with creation of groups. Something that seems quite a common issue in about all schools.
Since that there is quite a large number of users with all kinds of different services enabled and disabled, I have written a Powershell script and a blog on the matter. The final result is a script that enables administrators to disable (or enable) specific services for all or a part of your users without affecting other service settings in specific SKU's.
