The outbound video issues can occur on any Teams Rooms on Android system which has a touch controller connected which is using the new UI.  Microsoft has fixed this in 2021 Update #2 which is scheduled for release this month and will be included in the Poly VideoOS 3.5 release (which is currently in beta).
