Daily and Monthly Parking Options

Daily

​​​​Visitors to the capitol mall area can use designated state ADA parking spaces or meters (except 30 or 15 minute meters) for all-day parking if they display a valid DMV ADA parking placard.​

Visitor parking at city of Salem meters may vary. For more information, visit the City's Disabled Parking Program website.

​​​​State employees must contact the parking office at 503-378-5090 or state.parking@das.oregon.gov to make arrangements for ADA parking. The parking office will accomodate your needs at the parking lot or structure that is as close as possible to your work site.
 
State employees assigned to ADA parking spaces pay the designated monthly rate based on the parking lot or structure. For more details, visit our parking facility maps or rates pages.

​​​Daily parking is available in the capitol mall area in the Yellow lot. Park-and-pay machines accept debit and credit cards (Visa or MasterCard only).

​Daily and hourly parking is available at the Portland state office building surface lot. Park-and-pay machines accept coin or debit and credit cards (Visa or MasterCard only).

​​​​​There are a variety of meters for temporary parking in the capitol mall area parking lots, structures, and on the street. Parking meter rates are $1.50 per hour at city of Salem meters or $0.80 per hour at state of Oregon meters.

Full-day permits are only valid for one day. Half-day permits are only valid for four consecutive hours. 

Full or half-day permits may be used at the following locations: 
  • ​Yellow lot
  • Capitol mall parking structure meters
  • Ferry structure rooftop visitor spaces
  • State of Oregon meters in the capitol mall area
    • Archives building - not valid at 30 minute meters
    • Commerce building
    • Executive building parking structure upper level
    • General Services building at 1200 Ferry St. SE
    • 550 Capitol St. NE - not valid at 30 minute meters
    • ODOT Mill Creek building
  • Portland state office building park-and-pay public parking spaces

​​​Metered parking is available around the Capitol at $1.50 per hour. Visit the City of Salem's website​ to learn more about metered parking around the building.​

Free parking can be found within the historic downtown area.

The Capitol’s main entrance on Court St. is closed due to construction. Visitors must enter the Capitol on the south side of the building from State St. If parking on Court St., visitors will need to follow the signs through the park to access the south entrance. 


Monthly

​To determine the next person in line for a parking space, a waiting list is maintained for each lot and facility. Vacancies are filled based on the requesting party's priority level - details are published in OAR 125-090-0110​ - and the date of their request.

Contact the parking office at 503-378-5090 or state.parking@das.oregon.gov​ to be added to a waiting list, to check your waitlist progress, or to change your waitlist request.

Parking in a privately owned lot may be an option if you are on a waiting list. See our list of private parking lots for more information.

​A higher priority is given to employees with ADA needs, agency requests, employees that currently have a parking space and transfer to another agency/location, and carpools.

​​State employee monthly parking fees are paid by pre-tax payroll deduction. State employees that would prefer to pay post-tax may do so by submitting a parking deduction pre-tax waiver​ to their agency payroll office. Parking fees are collected in arrears, i.e., July's paycheck pays for June's parking fees.

PEBB now offers a parking flexible spending account. Note: the state parking lot fees are already deducted pre-tax from an employee’s paycheck. The parking FSA cannot be used to pay the monthly parking fee unless employees fill out the pre-tax waiver. 
 
To cancel your parking, notify us at state.parking@das.oregon.gov and return any permits to our office. Parking will be canceled on the day we receive notifiication or on a future date if specified.​​​​

​​​State agencies are invoiced at the beginning of the month for the previous month's parking.
