    Summary: Until January 2021 I served as Senior Counselor to the Secretary of Homeland Security under President Trump, working with the Secretary and the White House on immigration and other national security issues. This service followed my 2019 retirement as senior tax partner at Covington & Burling (Washington DC’s top-rated law firm), concluding 40 years of international tax practice (including 9 years at global audit firm Deloitte). As an international tax attorney, I advised senior leaders of global enterprises on how optimally to structure their operations in the Americas, Europe, and Asia from a business, tax, and legal perspective in industries such as finance (Brown Brothers/Natixis), energy (Aramco/Schlumberger), commodities (Bunge/Noble), life sciences (United Biomedical), and manufacturing (Poongsan/Rheem). I never advised clients without first familiarizing myself intimately with their ownership, corporate structure, and business objectives. My practice entailed coordination with foreign tax counsel, as well as with U.S. and foreign tax authorities, in securing tax rulings, regulatory changes, and dispute settlements. My success in that arena gave rise to leadership appointments in the American Bar Association, the OECD's Business & Industry Advisory Committee, the U.S. International Business Council, the European American Business Council, the Institute of International Bankers, and the Transatlantic Business Dialogue. My passion for various religious, social, and political causes (including immigration reform) drove me to develop expertise and experience in the organization, operation, (and occasional rescue) of public charities, nonprofit advocacy groups, and private foundations, serving several as General Counsel, Officer, or Board member. Evidence of my communication skills are numerous invitations to speak at public conferences and on national TV, the publication of my professional articles in prestigious journals such as National Interest and National Review, and the posting of my political op-eds in top newspapers such as the Washington Post and the Financial Times. Academically, I earned a Yale Law School J.D. in 1979 (law journal editor), a Cambridge University M.A. in Economics in 1973 (first class honours), and a Yale University B.A. in Political Science & Economics in 1971 (magna cum laude, phi beta kappa). Militarily, I had the honor of following in the footsteps of my father, a Marine Corps Major General, by serving in the Corps from 1973 to 1976, attaining the rank of Captain, and earning a Nation Defense Service Medal.
