when Cardibris releases updates like 0.7 do they refine previous parts of the story as well? As in, is it worth doing a full playthrough or is the update just the new section of story they add?

Ren'py stores your save games in your Windows profile, so you should just be able to open it up and play where you left off

The saves are stored safely in a separate section of your computer. You are fully safe (and recommended) to delete the folder holding the current version of your game and replace it with the new version when it comes out.
I'm running out of storage space on my laptop. Is it possible to transfer my laptop's save file and use it on my Android?
Just start a new game and skip all the dialogue to the part where you left it off. Setting > skip unseen text

Yes. If you download the new version and you have a previous "save file" it will take it from there
