From Ottoman Turkish بللی (belli), from earlier بللو (bellü, known, perceptible, certain), from Proto-Turkic *bẹlgü-lig (manifest), from Proto-Turkic *bẹlgü (sign), a derivation of Proto-Turkic *bẹl- (to denote, to designate).[1] Cognates include Azerbaijani bəlli, Karakhanid بَلْكُلُكْ (belgülüg, manifest), Chuvash паллӑ (pallă, sign, label, mark, estimate), Yakut бэлиэ (belie, sign, symbol).
