Speakers

John Register

Paralympic Games Silver Medalist, Persian Gulf War veteran, TEDx Motivational Speaker

John Register is a two-time Paralympian, Paralympic Games Silver Medalist, Persian Gulf War veteran, and TEDx Motivational Speaker. He embraced a “new normal mindset” in becoming an amputee following a misstep over a hurdle while training for the 1996 Olympic Games, after participation in two consecutive Olympic trials.
An Oak Park, Ill. native, Register discovered how to “amputate his fear of disability” and founded the U.S. Olympic and Paralympic Committee Military Sport Program in the early 2000s. He launched a book titled: 10 Stories to Impact Any Leader: Journal Your Way to Leadership Success, as business leaders return to work with their staff amid stressful circumstances surrounding the Coronavirus pandemic and the recent unrest in our urban cities.
Register teaches business professionals through his “Hurdling Adversity” speeches and podcasts to “amputate fear and embrace their new normal,” as they discover “stories within themselves.”
He finds that “it is the personal stories that inspire teams more profoundly with greater impact.”
Register is a four-time All-American graduate of University of Arkansas. He served six years in the U.S. Army—including in operations Desert Shield and Desert Storm, and in active-duty with the U.S. Army World Class Athlete Program—winning nine gold medals in the Armed Services Competition and two World Military Championships.
Register had his left leg amputated after a misstep over a hurdle changed his life. Register hyperextended his knee and severed the popliteal artery. He started swimming to aid in his recovery, made the U.S. Paralympic Team in 1996, and later won a silver medal in the long jump—as he set an American record—and sprinted to fifth in the 100 meters and 200 meters at the U.S. Paralympic Games in Sydney.
Register resides in Colorado Springs, CO with his wife Alice. The couple have three children - John Jr., Ashley, and Ronald.

Sean McSpaden

Senior Fellow, Center for Digital Government

Sean McSpaden is an executive level information technology professional with over 30 years of experience in the private, non-profit, and public sectors. His background includes the start-up and management of several small businesses and he has served on the Board of Directors or in Executive Director positions for several 501(c)(3) non-profit organizations. Sean’s public service experience includes progressively responsible positions as an IT analyst, and in statewide coordination, management and leadership positions within the Executive and Legislative branches of Oregon state government. From June 2008 to September 2013, served as the state of Oregon’s Deputy State Chief Information Officer.
Throughout his 25-year tenure in Oregon state government, Sean and the teams he has led have received several state, regional and national recognitions and awards. In addition, Sean has represented the state of Oregon on numerous state, regional and national project steering committees, task forces, governing boards, committees, commissions and associations, and has presented on various topics at local, state, regional, national, and international meetings and conferences.
Sean earned his Master of Business Administration (MBA) degree and Certificate of Public Management from the Willamette University, Atkinson Graduate School of Management. Sean is an ISACA Certified Information Security Manager (CISM) and holds a PMI Project Management Professional (PMP) certification. Sean also holds a Secret level clearance granted by the U.S. Department of Homeland Security.

Jeremy Azevedo

Chief Development Officer, West Virginia Secretary of State’s Office

With over a decade of experience working for the West Virginia Secretary of State, Jeremy Azevedo serves as the Chief Development Officer, leading technological initiatives that streamline state processes. Holding a degree in computer science from West Virginia University Institute of Technology, Jeremy has spearheaded AI-driven innovations and technical solutions within government services, enhancing efficiency and accessibility for citizens, businesses, and state agencies.

Reddy Bollineni

Director, Strategy and Growth, 22nd Century Technologies

Reddy Bollineni is the Director of Strategy and Growth at 22nd Century Technologies, a nationwide IT systems integrator providing Cybersecurity, Cloud, IT Infrastructure, and Application Development services to public sector.
Reddy specializes in developing strategic IT solutions and procurement strategies for State, Local, and Education (SLED) agencies, leveraging AI, automation, and digital transformation to enhance operational efficiency and improve citizen-centric services. His work is focused on enabling government agencies to harness the power of technology and transform their processes to better serve their communities.
As an official member and contributor to the Forbes Business Development Council, Reddy also actively participates in shaping industry trends and sharing thought leadership. He holds a Masters degree from University of Maryland, College Park, and serves on various public sector committees focused on Technology and Innovation, where he collaborates with peers to advance the integration of new technologies in government.

Jessica Byerly

National Conference Director, Government Technology

Jessica Wilkins Byerly is the National Conference Director at Government Technology. Over the past eight years, she has effectively led over 40 B2B events annually, including multi-day conferences, as the Director of Conferences and Events in the publishing industry. She is currently pursuing a BS in Business and Law from Western Carolina University. Jessica, who is an avid runner, is training for her first NYC Marathon.

Timothy W. Conzett

Assistant Superintendent, Office of Data Management and Information Systems, West Virginia Department of Education

I have 29 years of educational data experience, the last seven at the West Virginia Department of Education. My office oversees the West Virgina Education Information System, a comprehensive data management system for PK-12 public schools and the K12 Network which connects 700+ facilities to the internet.

Rex Edward Crouser II, CISSP

Assistant Treasurer of IT, Chief Information Officer, West Virginia State Treasurer’s Office 

Rex Crouser is the Assistant Treasurer of Information Technology and the Chief Information Officer for the West Virginia State Treasurer’s Office. In 2021, he was inducted in the EC-Council’s inaugural Certified Ethical Hacker Hall of Fame. He has won numerous awards and competitions for ethical hacking, social engineering, and penetration testing. He currently serves as the President of the FBI’s InfraGard Members Alliance program for the state of West Virginia.

Jon Cutler

Associate Chief Information Officer, Chief Information Security Officer, Information Technology, Marshall University

Jon Cutler is the Chief Information Security Officer (CISO) and Associate CIO at Marshall University in Huntington, WV. He received a Master of Science degree in Technology Management from Marshall University in 2003 and is a Certified Information Systems Security Professional (CISSP). Earlier positions at Marshall include Director of Systems Administration (2000-2009), Manager IT Service Desk (1999-2000), and Sr. Applications Systems Analyst Programmer (1997-1999). In his CISO role, he is responsible for the campus IT Information Security Program, participates in a variety of campus technology projects, and serves as a member of several campus committees. As an adjunct faculty member, he has taught cybersecurity classes in the College of Information Technology and Engineering. His professional interests and experience include network security, vulnerability assessment, identity and access management, endpoint security and device management, virtualization, and IT project management. In this spare time he enjoys tractoring and radio controlled aircraft.

Amy Evans

Deputy IT Director, City of Beckley

Amy Evans is a proud West Virginia native who is passionate about improving her community through technology. As the Deputy IT Director for the City of Beckley, she has dedicated herself to leading innovative projects that make local government more efficient and responsive. Amy's professional success comes from an affinity for finding smart, practical ways to solve challenges. Her collaborative approach has strengthened relationships with city departments, and she has earned recognition for successfully streamlining court processes and implementing effective cloud solutions. Amy earned an MBA with a concentration in Information Technology from Campbellsville University and a bachelor’s degree in Information Technology from the University of the Cumberlands. With years of hands-on experience, Amy combines technical know-how with a genuine desire to make a positive impact. She’s especially proud of her efforts to enhance cybersecurity and improve essential services for the people of Beckley.

Corey Foster

Chief Technology Officer, West Virginia Secretary of State's Office

With over 18 years of experience in technology, Corey Foster currently serves as the Chief Technology Officer for the West Virginia Secretary of State's Office. With 13 years at the office, Corey began as a Senior System and Network Administrator, where he developed expertise in system management and network security. In 2024, he was promoted to CTO, where he now leads technological innovations and strategic initiatives to enhance the office's operational efficiency.
Outside of his professional commitments, Corey has a passion for cars, metal fabrication, and home automation, reflecting his enthusiasm for technology and craftsmanship.

Hilary Gibson

Instructional Designer, Online Education and Certification, Marshall University

Hilary Gibson completed her undergraduate degree at Marshall University in 2013, earning a BA in Secondary Education. After leaving Huntington, she moved to Charleston and worked as a high school science teacher in the Kanawha County Schools for almost 10 years. During that time, she earned her Master’s in Instructional Design & Technology in 2017 from WVU. Her goal in working with the Marshall Online Education and Certification Team is to help foster an engaging and relevant student experience for all learners. She believes that education is so important and should be accessible for all. Hilary is also a member of the Marshall Skills Exchange microcredential development team. She works with faculty and industry partners to offer microcredential courses in areas of need around the region.

Sergio Ortega

AI/ML Business Development Lead, Amazon Web Services 

Sergio Ortega is an accomplished executive with 20+ years of experience in AI, machine learning, analytics, and public sector industries. He excels in driving organizational excellence, fostering inclusive cultures, and solving customer challenges. Sergio has 15+ years of experience in cloud computing, PaaS, SaaS, and solution selling, with expertise in program management and go-to-market strategies. Currently, he is the Business Development Lead for AI/ML WW Public Sector at Amazon Web Services. Previously, he held leadership roles at Microsoft, including Metaverse, IoT, Light Edge Azure Engineering Global GTM and Ecosystem Lead. Sergio holds advanced degrees in data science, business, computer science, and cybernetics. His extensive experience and academic credentials make him a valuable asset to any organization.

Casey Patterson

Program Director of NewForce, Generation West Virginia

Casey Patterson is the Program Director of NewForce, a program of Generation West Virginia. He spent the first decade of his career in higher education where he implemented strategic initiatives responsive to the needs of many stakeholders, including students, faculty, and employers. At GWV, he oversees NewForce, a tuition-free tech training program that aims to upskill West Virginians to fill jobs in the state's thriving tech sector. Since 2019, NewForce has successfully trained over 120 West Virginians so that they could begin a new, well-paying career in tech. He prioritizes collaboration and inclusion, realizing that having the right people at the planning table is critical to ensuring the success of any program or effort. He is a lifelong learner, fierce advocate for the development of non-technical skills, and proud West Virginia native.

David Tackett

Election Security Advisor. Region 3, Cybersecurity, and Infrastructure Security Agency

Dave Tackett serves as an Election Security Advisor (ESA) with the Cybersecurity and Infrastructure Security Agency (CISA), assigned to Region 3 (DC . DE . MD . PA . VA . WV). Along with subject matter expertise in elections processes, procedures, and technologies, he brings to this role a foundation of relationships across Federal, State, and Local ecosystems, with a primary mission of helping stakeholders ensure safe and secure elections within the Region and across the United States. Prior to joining CISA, Dave had a 30-year Information Technology career that included 19 years at the West Virginia Secretary of State’s office, as an Elections Information Technology Specialist and as the Chief Information Officer.

Lori Tarr

Deputy Chief Privacy Officer, West Virginia State Privacy Office

Lori Tarr is the Deputy Chief Privacy Officer for the West Virginia Privacy Program. She joined the State Privacy Office in December 2016. Prior to this role, she worked as a health care financial analyst for 23 years at the West Virginia Health Care Authority. In her current role, she oversees incident management, reviews privacy impact assessments, conducts training for the program’s privacy officers and engages in multiple projects to grow the maturity of the privacy program. Currently she is serving on the West Virginia AI Task Force. She also provides guidance on privacy issues, supports the state-wide workforce training program for privacy and cybersecurity, and gives presentations to various agencies and groups about privacy and the State’s privacy program.
Lori is a graduate of the University of Central Florida, where she earned a Bachelor of Science in Business Administration, majoring in Economics, and a Bachelor of Arts in Political Science. She also is a Certified Information Privacy Manager from IAPP (previously the International Association of Privacy Professionals).

Dr. Andrae Townsel

President, Public Schools Superintendents Association of Maryland.

Dr. Andraé Townsel was born and raised in the beautiful state of Michigan. As a student-athlete at Cass Technical High School, he earned a football scholarship to Howard University in Washington, DC. His football scholarship ultimately turned into a doctoral degree. He earned his bachelors, masters, and doctorate all from Howard University and began his educational career in the District of Columbia. He had the privilege of working in every level of the educational system and excelled. He served as a student teacher, teacher, football and basketball head coach, assistant dean, dean of students, central office specialist, assistant principal, high school principal, assistant superintendent, and a highly effective superintendent. On July 1, 2022, Dr. Andraé Townsel became the first black superintendent in the history of Calvert County, Maryland.

Wesley Withrow

Senior Client Partner, Cybersecurity Solutions, Verizon

Wesley Withrow is a Senior Client Partner, Cybersecurity Solutions at Verizon. In this role, Mr. Withrow serves as a strategy leader, technical direction agent to governments, Fortune 500 account strategist, team director, and hands-on technology expert recognized for eliciting top performance in technical teams. Wes is a motivational and collaborative professional that collaborates with clients on the “art of the possible” to maximize and accelerate secure digital transformation.

Jeremy Wolfe

Deputy Director / Risk Manager, West Virginia Board of Risk & Insurance Management

Mr. Wolfe became a Safety and Loss Control Specialist for the West Virginia Board of Risk and Insurance Management (BRIM) on September 16, 2004, and was promoted to the title of Loss Control Manager in January 2006. Prior to coming to BRIM, he was actively involved in safety programs in the construction industry, while employed by AK Steel and later Waste Tron Inc.
As part of his responsibilities, Mr. Wolfe has oversight of the Loss Control Department at BRIM. The Loss Control Department’s primary mission is to provide BRIM insured with information and other tools they may need to prevent and/or minimize, to the extent reasonable and possible, unnecessary and preventable losses and claims. This mission is accomplished through: Loss Control Consultation Services, Loss Control Educational and Outreach Services, and Loss Control Inspection Services.

Yueming Wu, Ph.D.

Director, West Virginia Department of Transportation, Information Technology Division, State of West Virginia

Dr. Yueming Wu works for the West Virginia Department of Transportation as the director of the Information Technology Division. Dr. Wu graduated from the University of Illinois at Urbana-Champaign in 2002. He joined the West Virginia Department of Transportation in February 2010. Dr. Wu is a subject matter expert on Geographic Information Systems (GIS), Linear Referencing System (LRS), Program Management, Project Management, Functional Management, Strategic Planning, and System Integration. Dr. Wu is most interested in applying advanced geospatial technology to transportation functions such as Transportation Planning and Transportation Asset Management. One mission critical project that Dr. Wu is currently working on is the WVDOT Enterprise Resource Planning (ERP) implementation project. Through his 20+ years’ practice, Dr. Wu has won several ESRI Special Achievement in GIS Awards, published 10+ peer reviewed papers, and given numerous presentations at professional conferences. Dr. Wu sits on the American Association of State Highway and Transportation (AASHTO)Ware Task & Application Architecture (T&AA) Task Force, the Esri Roads and Highways (R&H) User Group Steering Committee, and the West Virginia GIS Steering Committee. Dr. Wu is a certified Project Management Professional (PMP) and a certified GIS Professional (GISP). Dr. Wu lives in Charleston, WV and he has been the president of the Chinese community in Charleston and Huntington area since 2018.
