Regarding:

From a web browser on your PC, go to https://<YOUR_HOLOLENS_IP_ADDRESS>

This did not work for me because the browser prompted for a username and password. However, when i googled a solution and found this forum which provided the solution to add /devicepair.htm to the url and that worked! Therefore I recommend to change the URL to:

https://<YOUR_HOLOLENS_IP_ADDRESS>/devicepair.htm
