test deployment upgrades #2328

The deployment tests for Linux and Docker only cover the install phase of the life cycle. Expand the test to also test the upgrade phase like this:

install latest release
upgrade to experimental revision in current branch

This enriches the meaning of a pass/fail result to also mean "the stable release can (not) be upgraded to this revision."
