Add the bats test here https://github.com/build-trust/ockam/blob/develop/implementations/rust/ockam/ockam_command/tests/bats/projects_orchestrator.bats

It should

  • create a new identity (lets say named new_enroller)
  • make the admin of the project enroll that new identity new_enroller as an enroller (passing --enroller when creating the enrollment ticket)
  • check that that new_enroller  is able to create new enrollment tickets
