Feature request

We may need Iroha 2 repo to have an additional configuration for the DCOs.

Motivation

User emails get updated, and we still need a signoff to work: dcoapp/app#205

UPD: I believe this is where we check the email. We can fork the code and remove the email check if needed. If needed, we can add a validator for user's cryptographic signature.
