I think we could get away with 10.11 for both of these, which matches MACOSX_DEPLOYMENT_TARGET for the tests and is the minimum that builds successfully (for me) under Xcode 14.3.

I'm not too worried about keeping the deployment version synced with tests... since the tests are empty
