What would you like to be added?

see for more details: https://docs.docker.com/build/attestations/

The current solution is disabling it.

Should we add --attest type=sbom --attest type=provenance, mode=max in the future?

Why is this needed?

The purpose of attestations is to make it possible to inspect an image and see where it comes from, who created it and how, and what it contains.

This is now used in OPA. A github search shows no much build is using it yet.

in #123270, we use --provenance=false --sbom=false to avoid creating a manifest list with the recent version of build.
