Use downloaded data to determine what else needs to be downloaded #50

Each time diagnosis keys are downloaded the date is stored. On future downloads this date is used to choose where to start the next download at. A more robust approach would be to check the downloads currently stored in the cache and download anything that's considered to be missing.
