The HCA Mission


The West Virginia Health Care Authority works to:
  • Protect Citizens from unreasonable increases in the cost of healthcare services;
  • Promote appropriate distribution of quality health care services;
  • Promote the financial viability of the healthcare delivery system; and,
  • Assure the collection, analysis and dissemination of health related information to citizens, providers, policy makers and other customers.

  • Regulates the need for capital expenditures of covered services for health facilities through the certificate of need (CON) program. 
  • Collects, analyzes, and disseminates health care financial and clinical data to assess utilization, access, costs, and quality.

INCREASE IN CON CAPITAL EXPENDITURE MINIMUM

Pursuant to W. Va. Code § 16-2D-3(a)(3), the Authority is required to adjust the expenditure minimum annually and publish an update of the amount on or before December 31 of each year. The expenditure minimum adjustment shall be based on the DRI inflation index. The DRI inflation index as of December 31, 2023 is 4.3%.

The capital expenditure minimum for calendar year 2024 is $104,300,000.00.​
