W11 cannot install KB5032190 error 0x800f081f - SOURCE_MISSING

I cannot install KB5032190 - Windows 11 always printing error message 0x800f081f.

This problem occurs in 100 computers in a domain.
I'm in business environment with access to this domain controller and I have Endpoint Central on all those machines(I can deploy mass changes, installations, patch deploy(it's not working with this KB too) etc.

Tried all possible fixes:

  • update troubleshooter
  • sfc scan
  • DISM online restorehealth and even with offline wim file
  • App Readiness service
  • Check disk space in reserved partition
  • stopped all update services, deleted all update folders, started again
  • and all other suggested solutions

The CBS log indicates missing pending.xml, pending.xml.bad and Microsoft-Windows-DirectoryServices-Common-files.
I tried to install it from msu and cab file using wusa and dism.
Windows update shows same error - 0x800f081f.
