you can also check 2019 server if smb2 is enabled if not then enable it via this command
Set-SmbServerConfiguration -EnableSMB2Protocol $true

Thank you for your update.
The possible cause is PDC is shut down/offiline, or the problematic DC can not connect to PDC (port block, firewall rule and so on), you can check from these side.
