I had the same issue. I was looking up to do a command line SFC from the Windows Terminal, when the Terminal pointed out that the Touch Keyboard and Handwriting Panel Service was not running - therefore I may not be able to do keyboard inputs. Turned that ON and this fixed things up for me. Cheers!

2021-10-22T01:07:34.403+00:00 Richard, thx but, :) constantly recurring issue requires a fix instead of time consuming workaround. I'm tapping this message on my virtual kB because this is 3rd time this morning.......

2021-10-20T20:29:55.42+00:00 Symptom: in some fields like search fields the keyboards (usb, BT, build in) don't work. In other fields text input works normally.
This worked for me:
- right click the Windows logo and choose Device Manager.
- under Keyboards right click to Uninstall Standard PS/2 Keyboard and HID Keyboard Device
- now the system prompts for reboot.
After reboot, things should work normally again.
