Azure billing meters: Upcoming changes

We're making some important changes as part of our ongoing efforts to improve your Azure experience and increase pricing transparency.

  • Date: April 8, 2024
  • Workspace: Billing
  • Impacted audience: All global partners

We're making changes to the billing meters that could affect some Azure services and resources that you can use. We want to make sure you understand what the changes are, why we're doing them, and how they'll affect your billing.

The changes will be implemented in batches over the next several months.

To learn more about the changes, see Azure billing meters: What you need to know about the upcoming changes - Microsoft Community Hub.

How do the updates affect your user experience?

These updates won't affect your prices, but you might notice some changes in how your Azure consumption is shown on your invoice, reconciliation data, price sheet, and APIs. There will be no effect on your prices throughout this project. The same resource, same region, and same consumption will see the same price, but under the new billing meter ID.

Benefits

These updates will result in having only individual, unique meters. Each Azure service, resource, and region will have its own billing meter ID that precisely reflects its consumption and price. This will ensure that you see the correct meter ID on your invoice.

March Microsoft AI Cloud Partner Program update: What's new for Solutions Partner designations, specializations, and other offerings and benefits

We're introducing important capabilities, offers, and updates to improve the way partners can further differentiate their deep technical expertise across a set of priority scenarios with high customer demand.

  • Date: April 2, 2024
  • Workspace: General
  • Impacted audience: Partners enrolled in the Microsoft AI Cloud Partner Program

What's available now

  • New partner benefits packages: In January, Microsoft released three new benefit packages: Partner Launch Benefits, Partner Success Core Benefits, and Partner Success Expanded Benefits. Each offer is purpose-built with product benefits to meet the varied needs of our partners at different stages of growth. Stack Partner Launch and Partner Success Core benefits with your Solutions Partner designation or specialization benefits, or for more details, visit the partner blog.
  • Microsoft AI Cloud Partner Program purchases: Migration to the new commerce platform: On January 22, 2024, Microsoft made the new commerce platform the single, unified billing experience via credit card transactions for partners. Any partner program membership purchase (such as ISV Success, Partner Launch Benefits, Partner Success Core Benefits, and Partner Success Expanded Benefits, Microsoft Action Pack, Solutions Partner designations, or legacy silver or gold benefits) has moved to the new commerce system. To purchase or renew any AI Cloud Partner Program offering using a credit card, the Global Admin is prompted to create or update their Microsoft billing account and profile in Partner Center before purchasing these offers. For more details, read the article on linking billing account and profile to Partner Center account.
  • Solutions Partner with certified software designation now generally available: On March 20, 2024, we announced the general availability of Solutions Partner with certified software designations. For independent software vendors (ISVs), certified software designations provide an opportunity to become Solutions Partners within the Microsoft AI Cloud Partner Program and to better connect with customers and to unlock other benefits from Microsoft. These designations differentiate partners' software solutions in areas of high demand and help customers identify trusted solutions. Solutions Partner with certified software designations are available for qualifying cloud software solutions. When partners become a Solutions Partner with certified software, they signify to customers that their solution meets technical criteria for interoperability with the Microsoft Cloud and that it demonstrates a proven track record of customer success. All partners can now sign in to Partner Center to check their progress, apply for the designations and unlock the new benefits.
  • Infrastructure and migration specialization audit update for renewing partners: Based on feedback that we've heard from partners, we adjusted the audit requirements and added an alternate path for eligible partners seeking to renew their specialization where an audit is required. Review the audit checklist for the specifics regarding this update. If you have questions regarding the audit, email azureas@microsoft.com.
  • ISV Success renewal: ISV Success is introducing the renewal of ISV Success benefits effective March 4, 2024. A partner can renew another 12 months of ISV Success Build and Publish. The option to renew will become available to eligible partners 30 days before the end date of the current benefit package. Eligibility is based on account verification, billing profile creation, and publication status. Eligibility can be confirmed in Partner Center under the Membership offers page. For more details, visit the Partner Center documentation on ISV Success.

What's to come

  • Solutions Partner for Training Services: Starting in mid-April, partners who qualify for Solutions Partner for Training Services designation can complete enrollment. To see if you qualify, access the Solutions Partner for Training Services performance dashboard in Partner Center, sign in, and select Membership. Then, navigate to Training Services Partner to begin working towards attainment. A Global admin or Microsoft AI Cloud Partner Program Partner admin role is required to view the membership workspace. For more details, review the requirements for the designation on the Training Services partner resources site, and read the article about qualifying for a Solutions Partner for Training Services designation in Partner Center. Qualified partners will receive designation-specific badges, distinguishing their services from other partner types within the Microsoft AI Cloud Partner Program. These badges greatly enhance customer discoverability, making it easier for them to identify partners with unique expertise and a proven track record of delivering quality training.
  • An update on the Support Services Solutions Partner designation: We announced at the recent 2024 State of the Partner Ecosystem that partners with a Solutions Partner for Support Services designation will soon receive exclusive new benefits, including paid support agreement pricing and access to a knowledge-based library of curated materials designed to help partners resolve incidents quickly and efficiently, in addition to customer-facing badging. General availability and more details will come later this year.
  • SMB paths for Data and AI (Azure), Digital and App Innovation (Azure), Infrastructure (Azure), and Security: As announced earlier this month, the Microsoft AI Cloud Partner Program will soon have SMB and Enterprise paths for attaining the Solutions Partner designations for Data and AI (Azure), Digital and App Innovation (Azure), Infrastructure (Azure), and Security. With the paths launching in a few months, now is the time to start preparing to qualify. Details for the Security SMB path will be released in April. Learn more about the qualifications for the Azure solution areas today:
  • Signature Cloud Support benefit update: The Microsoft AI Cloud Partner Program Signature Cloud Support (SCS) benefit has provided unlimited cloud support to eligible partners, fostering significant growth and delivering exceptional value to our partner ecosystem. Effective July 1, 2024, at the time of your anniversary date, the SCS incidents benefit available to partners who have attained a solution area Solutions Partner designation or who have previously purchased the gold or silver legacy benefits package will be limited to 50 incidents per year. Read the partner blog for more information.

Reminders

  • If you're renewing an Azure specialization for the second year, then an audit will be required for re-enrollment. Review the updated checklist and plan accordingly. You'll be able to start scheduling your audits 60 days ahead of your anniversary date for the specialization.
  • If you're renewing your Modern Work or Security specialization for the second year, then customer references will be required for reenrollment. Start to prep these references ahead of your anniversary date. You'll be able to load your customer references into Partner Center 60 days ahead of the anniversary date of the specialization.

Important notice: Changes to Microsoft 365, Office 365, and Microsoft Teams licensing: Worldwide expansion of approach taken in the European Economic Area and Switzerland

On April 1, 2024, in regions outside the EEA and Switzerland, we're introducing commercial Microsoft 365 and Office 365 suites that don't include Teams, plus a new standalone Teams offering.

  • Date: April 1, 2024
  • Workspace: General
  • Impacted audience: Cloud Solution Provider (CSP) Direct Bill Partners, CSP Indirect Resellers, CSP Indirect Providers, Licensing Solution Providers

Last year Microsoft updated the way Microsoft 365, Office 365, and Teams were licensed in the European Economic Area (EEA) and Switzerland in response to concerns raised with the European Commission. Now we're announcing our plan to extend that approach worldwide as globally consistent licensing reduces customer confusion and streamlines decision making.

On April 1, 2024, Microsoft is introducing a new lineup of commercial Microsoft 365 and Office 365 suites that don't include Teams in regions outside the EEA and Switzerland, and a new standalone Teams offering for Enterprise customers in those regions.

We're also ending the sale of net-new subscriptions to existing Microsoft 365 E3/E5 and Office 365 E1/E3/E5 Enterprise SKUs with Teams across all channels: volume licensing (VL), Cloud Solution Provider (CSP), and Web Direct. All new Microsoft 365 and Office 365 Enterprise customers in regions outside the EEA and Switzerland will need to choose from new offers for that region. Existing customers in these regions who wish to continue using suites to which they have already subscribed can do so (including renewal, upsell, and license adds).

Details

Starting on April 1, 2024, we're offering a new lineup of Microsoft 365, Office 365, and Microsoft Teams SKUs worldwide to provide commercial customers with the option of purchasing Teams separately from Microsoft 365 and Office 365. Existing customers who wish to continue using SKUs to which they have already subscribed can do so (including renewals, license adds, and step-ups).

The new lineup does the following:

  • Introduce new suites without Teams, which are named the same as the existing suites plus "(no Teams)." The "no Teams" suites will be in the following offers:

    • Microsoft 365 E3/E5, Office 365 E1/E3/E5
    • Microsoft 365 Business Premium, Business Standard, Business Basic
    • Microsoft 365 F1/F3, Office 365 F3
  • Introduce a new standalone Teams SKU for Enterprise: Microsoft Teams Enterprise

  • End the sale of net-new subscriptions to all existing Enterprise SKUs with Teams (Office 365 E1/E3/E5 and Microsoft 365 E3/E5)

  • Continue to offer existing SMB and Frontline suites with Teams (Business Basic/Standard/Premium, MF1, MF3, OF31) alongside the new versions without Teams

Here's how customers might be impacted

For Enterprise suites

With the introduction of the new commercial lineup, the sale of current Enterprise suites that include Teams to net new subscribers outside the EEA and Switzerland will end. As a result, Office 365 E1, Office 365 E3, Office 365 E5, Microsoft 365 E3, and Microsoft 365 E5 suites with Teams should no longer be sold to net new subscribers, worldwide. Here's how customers might be impacted:

  • Net new subscribers to Office/Microsoft 365 Enterprise suites outside the EEA and Switzerland who wish to provide their end users with Teams will need to purchase two SKUs: Microsoft Teams Enterprise, plus either the Microsoft 365 (no Teams) or Office 365 (no Teams) suite.

  • Existing customers who wish to continue using SKUs to which they have already subscribed can continue to use, renew, upgrade, and add licenses to their current plans. If an existing customer wishes to switch to the new lineup of suites without Teams, they can do so on their contract anniversary or renewal.

Refer to the Partner FAQ for scenarios where existing CSP customers might wish to switch partners.

For Microsoft 365 Business and Frontline suites

Current Microsoft 365 Business and Frontline suites with Teams included will coexist with the new lineup. Customers will be able to choose between the existing Microsoft 365 Business Basic, Microsoft 365 Business Standard, Microsoft 365 Business Premium, Microsoft 365 F1, Office 365 F3, and Microsoft 365 F3 suites with Teams included, or the new versions of those suites without Teams.

To learn more, see the FAQ document and partner guidance deck on the Modern Work Partner Portal. There's a short training video available to help you learn how to talk about this change to your customers outside of the EEA and Switzerland.
