It seems like all the solutions require some other LaTeX packages to be installed. The discussion on WikiProject maths suggests that this is not the best notation.
For an indicator function, I'm sure this isn't the answer you wanted, but I would suggest using a plain {\displaystyle 1}1 or bold {\displaystyle \mathbf {1} }\mathbf {1} which are more common notations than blackboard bold in this context.
No other use case has been offered, so I've marked the task as low priority.

This would require new macros a la \doubleStruckI - \doubleStruckIX, do you think this would be an adequate workaround?
