- After months of work to get to this point, you can almost see the finish line. You found the right person for the job and you are chomping at the bit for them to start. But you have one more step, make the offer. Here's how to do so. First this is an area you will absolutely want to partner with HR because they know the job market better than anyone else. HR has the specialized knowledge on compliance, writing offer letters and hopefully research on fair starting salaries. After everyone has given you their comments and recommendations on the applicants, it is usually the hiring manager's final decision to decide who's hired. Once you have a picked the top candidate, many managers prefer to contact the candidates directly and offer the position verbally. And then follow up with an offer letter summarizing what was discussed, compensation, benefits and other terms and conditions. Secondly, be prepared to negotiate pay with perspective employees.
