Roadmap to 2020

In 2010, the then-named Oregon Global Warming Commission launched its Roadmap to 2020 project, designed to offer recommendations for how Oregon could meet its 2020 greenhouse gas reduction goal, get a head start on its 2050 goal, and support a clean energy-based Oregon economy.

Oregon has since updated its greenhouse gas goals and developed a new Roadmap: the Oregon Climate Action Roadmap to 2030.

Recommendations

The commission's Roadmap to 2020 included seven propositions for reaching Oregon’s climate goals:

  1. Embed carbon in the planning process

  2. Leverage efficiency of cities

  3. Leverage efficiency of buildings

  4. Shift transportation fuels

  5. Ramp down coal emissions

  6. Capture carbon across the board

  7. Embed carbon in energy prices

The Process

  • The commission began its process for the Roadmap to 2020 by forming six technical subcommittees in 2010. The committees, which included representatives from the commission, business, academia, non-governmental organizations, local government, and state agency staff, worked on evaluating and fine-tuning recommendations. 
     

  • The subcommittees presented draft recommendations to the commission in October 2010, which the commission unanimously adopted for an Interim Roadmap to 2020 report. 
     

  • In 2011, the commission took the recommendations on a "road show" with a series of public meetings to present the draft recommendations and gather public feedback. 
     

  • The commission published the feedback from the road show as a full report of recommendations and public meeting summaries in 2011.
     

  • The commission's 2013 Report to the Legislature included an update to the Roadmap to 2020's process.
