[edit]Keyes was defeated by Christopherson in the Canadian federal election, 2004. See one of the branches from that article. And "consul-general" would only be capitalized if used as a personal title, i.e., "Consul-General Stan Keyes". As a job title, it's like "plumber" or "lawyer". It isn't capitalized.
