Olyn LogWatch Recipe

This cookbook will install the mailutils package. That includes the following dependencies in Debian 10 Buster:

libmariadb3
mariadb-common
mysql-common

All three will cause a conflict with the Olyn Percona cookbook. Olyn Percona is set to remove them, and they will be installed again on the second run of the logwatch recipe
