Car Kammu (桓武天皇 Kanmu-tennō?, 737–806)[1] je bio 50. po redu car Japana,[2] prema tradicionalnom popisu.[3] koji je vladao od 781 do. 806.[4] Poznat je po tome što je 794. premjestio prijestolnicu u Heian-kyo, što je označilo početak novog Heianskog perioda japanske historije.
